Aleph Alpha launches Kolibri sovereign AI model

German AI company Aleph Alpha has released Kolibri, a 78-billion-parameter open-weight language model built for European AI sovereignty. Launched on October 3, the mixture-of-experts model activates only about 3.46 billion parameters per token, keeping inference costs low. It handles German and English, supports up to one million tokens of context, and was trained on 768 Nvidia B200 GPUs in Germany and Finland. The weights are available under the Apache 2.0 licence on Hugging Face. Aleph Alpha calls Kolibri sovereign: the full training pipeline ran under European and German law with supply-chain transparency, targeting public administration, industry and aerospace. The company says it sits on the Pareto frontier of quality and operating cost for English and German. The release, timed with German Unity Day, is signed to the EU's General-Purpose AI code of practice and built with the EU AI Act in mind. Aleph Alpha says the model can run entirely on-premise for regulated sectors.
