An independent commission has found Manchester City guilty on all but one of the 115 alleged breaches of Premier League financial rules, according to reports by The Athletic’s David Ornstein and The Times on September 25, 2026. The club denies wrongdoing and is expected to appeal.

The alleged breaches span the 2009-10 to 2022-23 seasons. They centre on failure to provide accurate financial information, allegedly inflated sponsorship from connected companies such as Etihad, off-the-books payments said to circumvent the rules, manager and player remuneration, and non-cooperation. The club was charged in February 2023, with the verdict arriving 1,327 days later.

The club told the BBC the inquiry “remains ongoing,” and a club statement said the process was “subject to strict confidentiality.” The Premier League declined to comment. Sanctions have not yet been decided, and a sanctions hearing could be months away.

Possible penalties under the league handbook include a points deduction, an unlimited fine, or expulsion from the league. Four Premier League clubs have filed protective compensation claims. On September 26, chairman Khaldoon Al Mubarak issued an open letter expressing confidence the club would be “vindicated.”
