US senators strike deal on energy permitting, vote after November

US senators from both parties said on Wednesday they have reached a deal to reform laws governing permits for large energy and infrastructure projects — though a vote will wait until after the November 3 midterm elections.

The senators unveiled the Bipartisan American Affordability and Jobs Act after a press conference. “We’re motivated by one central shared concern: we want to make it easier in America to build things,” said Republican Senator Mike Lee, chairman of the Senate Energy Committee.

Talks had stalled in December when President Trump paused five nearly complete offshore East Coast wind farms. The effort accelerated after Trump reassured Democrats that wind and solar projects would get better treatment in the bill.

Democrat Sheldon Whitehouse said “nothing in the bill was easy” and more work on amendments is needed, including clarity on wind and solar treatment. Republican Shelley Moore Capito said the goal is a first vote right after the chamber returns.

The White House said the administration is working to pass historic permitting reform to improve energy infrastructure and lower costs. The House has not passed the bill and is in recess until after the midterms.
