Ukrainian President Volodymyr Zelenskyy says Russia is showing no signs it is ready to end the war, citing intelligence that Moscow plans major new spending on drones.

“Obviously, the Russians are not preparing to stop their war, at least for now,” Zelenskyy said in his nightly video address on September 26.

He claimed Russia intends to spend $12 billion next year on the production of jet-powered drones and loitering munitions alone, calling it just one category of weapons. He said Ukrainian intelligence had obtained Russian internal documents detailing weapons-production plans for 2027.

Zelenskyy said Ukraine is currently intercepting about 55 percent of the jet-powered drones Russia launches. More than 2,730 such drones were fired during September, with over 1,500 shot down or electronically suppressed.

The Ukrainian leader urged the West to stay united in pressuring Moscow and asked US President Donald Trump to implement new sanctions powers against Russia and its financial backers.

“Many intelligence services have information that the Russians want to expand their war, their activities, to more countries,” Zelenskyy warned.
