Amnesty International has called on the United States to abolish Immigration and Customs Enforcement, releasing a 168-page report documenting what it calls widespread human rights violations during federal immigration operations.

The report, titled “We Had Whistles, They Had Guns,” was released September 24. It examines enforcement operations in Chicago, Minneapolis-St. Paul, New Orleans and Washington, D.C., and alleges racial discrimination, arbitrary arrests, unlawful use of force, suppression of peaceful protests and detention conditions that may violate prohibitions on torture.

Amnesty said it documented seven cases in which federal agents used lethal force. Researchers interviewed about 150 people affected by enforcement surges.

“ICE is fundamentally broken and cannot be fixed,” said Nadia Daar, executive director of Amnesty International USA. She said the group found a recurring pattern rather than isolated incidents, and argued reform would not address the problems.

It is the first time in the organization’s history that it has called for any government agency to be disbanded, according to Amnesty officials.
