Japan starts work on intelligence strategy, eyes foreign agency

Japan has started work on a national intelligence strategy. A 17-member expert panel held its first meeting on September 28. Prime Minister Sanae Takaichi is pushing for stronger protection against cyberattacks, technology theft and foreign influence.

Japan launched its National Intelligence Bureau on July 31. It supports a National Intelligence Council chaired by the prime minister. The bureau coordinates intelligence across ministries, which must now share information by law.

The panel will examine further reforms, including a proposed foreign intelligence service. That would be Japan’s first such agency since wartime intelligence bodies were disbanded after 1945. A separate agency could be created by fiscal year 2027.

Takaichi said Japan must strengthen intelligence capabilities to ensure public safety. The push follows reports of foreign espionage, including a Russian missile-parts procurement network run from Tokyo. Critics warn of government overreach. China has criticised the moves. The strategy will guide reforms through 2027. Allies have welcomed the coordination push.
