President Donald Trump’s approval rating has fallen to 37%, the lowest recorded for any president heading into a midterm election in Wall Street Journal polls dating to 1990.

The poll of 1,500 registered voters was released on September 26. It comes even as Trump has predicted Republican success in the November midterm elections.

Reports said the drop reflects broader pressures on the administration, including a months-long conflict with Iran and economic strain from rising oil prices and inflation.

The poll also found weakening support among Republicans: 51% said they disapprove of Trump’s handling of the cost of living.

Separately, the Supreme Court ruled 6-3 to let the administration use a federal citizenship database to help states check voter rolls for noncitizens ahead of the midterms.

Politico reported that Trump plans to campaign in Iowa, Florida, Texas and Alaska before Election Day, with a stop in Oklahoma scheduled for next week. The Journal also reported that Trump rejected Iran’s proposal for a seven-day ceasefire.
