The Congress will hold a second wave of district-level protests against the Election Commission on September 28. District Congress Committees will march to district collectorates across the country, the party has said. The agitation follows nationwide demonstrations held on September 25.

The Congress Working Committee will meet in New Delhi on September 29 to formalise its strategy. Senior leaders, general secretaries and state in-charges are expected to attend. The meeting will decide the party's next steps in the row over Chief Election Commissioner Gyanesh Kumar.

The party wants Kumar's resignation and an independent review of electoral-roll changes made under him. Congress general secretary KC Venugopal has said the party's campaign will continue until its demands are addressed. The INDIA bloc will also meet on September 30 to coordinate its stand.

The protests mark a shift from Parliament to the streets, with the Congress seeking to turn the Election Commission row into a national campaign issue.
