NATO’s Supreme Allied Commander Europe, General Alexus Grynkewich, has told EU lawmakers that Russia’s goal is to break the will of Ukraine’s allies through hybrid activity.

Grynkewich warned that Moscow’s campaign of sabotage, disinformation and other hybrid tactics is designed to erode Western public support for Ukraine and weaken the coalition backing Kyiv. The remarks were reported on September 28, 2026.

The commander was addressing European lawmakers as the war in Ukraine grinds on. NATO has repeatedly warned that Russia is stepping up covert operations across Europe, including arson, cyberattacks and attempts to disrupt military supply chains.

His message was aimed at stiffening resolve. Western unity over Ukraine has held, but officials privately worry about fatigue among publics facing rising costs and competing crises.

Grynkewich’s warning reflects a growing concern inside NATO that Russia is waging a shadow campaign beyond Ukraine’s borders. Officials have blamed Moscow for cutting undersea cables, interfering in elections and staging arson attacks on warehouses linked to military aid. The Kremlin has denied these allegations, accusing Western governments of inventing threats to justify higher defence spending.
