Russia Extends Diesel Export Ban Through October Amid Fuel Crunch

Russia on September 30 extended its ban on diesel, marine fuel and gasoil exports through October 31, prolonging restrictions that were due to expire.

The government cited the need to keep domestic fuel supplies stable and meet demand from the harvest season. The ban was first imposed in July after Ukrainian strikes damaged Russian refineries, cutting into the country's fuel output.

Russia accounts for about 10 percent of global seaborne diesel supply, so the extension is likely to keep fuel markets tight. Europe's diesel premium over crude has jumped to around $82 a barrel, up from $28 at the end of February.

The extension also covers separate bans on gasoline exports until January 2027 and jet fuel until November 30. Analysts said the measures reflect ongoing pressure on Russia's energy sector as sanctions and wartime damage squeeze production.

The ban has already pushed up fuel prices in Europe and Asia. Traders said buyers are looking for alternative suppliers as the restrictions drag on. Some analysts warn the extension could raise transport costs ahead of winter.
