What are RoDTEP and RoSCTL? India’s export schemes explained

RoDTEP and RoSCTL are two government schemes that refund hidden taxes to exporters. Both were just extended till December 31, 2026.
RoDTEP stands for Remission of Duties and Taxes on Exported Products. It is run by the Commerce Ministry and was launched in 2021. It refunds taxes and levies paid during manufacturing and transport that exporters cannot claim back elsewhere. Refund rates range from 0.3 per cent to 3.9 per cent.
RoSCTL stands for Rebate of State and Central Taxes and Levies. It is run by the Textiles Ministry and covers apparel, garments and made-ups. It has operated since March 2019.
Both follow one principle: taxes should not be exported. A product sold abroad should carry no domestic tax burden. This keeps Indian goods price-competitive.
Both schemes are designed to be WTO-compliant, meaning they do not count as unfair subsidies. In 2025-26, RoSCTL alone helped over 15,400 exporters, mostly small firms.
The extension matters because exporters get policy certainty for three more months amid global trade disruption.
