Explainer: what India’s new transport authority will do

The Cabinet has approved a new Integrated Transport and Logistics Authority (ITLA). Here is what it will do.ITLA is a Special Purpose Vehicle that will act as the apex body for transport and logistics planning in India. It will handle research, planning, project appraisal, monitoring and data analytics. It aims to fix a long-standing problem: fragmented planning across ministries for roads, railways, ports, aviation and shipping. Better coordination is expected to cut delays and bring down logistics costs. Its main job will be to prepare a National Transport Master Plan with a horizon of ten years or more. The plan will cover roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.ITLA will technically appraise central government projects costing Rs 500 crore or more. It will also check that five-year and annual ministry plans line up with the national master plan.It will not handle financial appraisal, which stays with the existing mechanisms. It is also not yet clear whether ITLA will have statutory powers or work in an advisory role.
