India’s Three-Part Ukraine Peace Plan, Explained

India has put a three-part peace proposal on the table for ending the war between Russia and Ukraine. Ukraine has called it the most comprehensive of four plans it has received. Here is what it says and why it matters.
The first element is an energy truce. Both sides would stop striking each other’s energy infrastructure, ending the cycle of blackouts and power-plant attacks that has marked the war. The second is a Black Sea agricultural truce, halting attacks on civilian shipping so grain exports can resume safely.
The third element is a ceasefire along the current line of contact, freezing the front in place. Together, the three steps are designed to create conditions for real negotiations.
External Affairs Minister S. Jaishankar confirmed on October 5 that India is now discussing the plan with both Moscow and Kyiv. Russian President Vladimir Putin has said Prime Minister Narendra Modi has very good ideas for a peaceful solution. Ukraine said it had also received proposals from the United States, Egypt and Turkey. The full text of India’s plan has not been released.
