5 money rule changes from October 2026, explained

October 1 brings several rule changes that will touch your wallet. Here are the key ones.

**LPG refills need biometric Aadhaar.** From today, subsidised cylinders require fingerprint or iris authentication. Without KYC, you pay market price and lose the subsidy.

**SBI ATM limits cut.** Salary account holders get only 5 free withdrawals a month at other banks’ ATMs, down from 10. Basic savings account holders get 4 free, then pay ₹15 plus GST per transaction.

**Bulk FD rates go public.** Banks must publish rates for deposits of ₹3 crore and above every day by 10 AM, and all FDs booked on the same day must carry the same rate.

**Property deals with NRIs get simpler.** Resident buyers no longer need a TAN to deduct tax at source on purchases from NRI sellers — a PAN is enough.

**UPI fee from October 15.** A 0.4% merchant fee applies to specified merchant payments above ₹2,000. Person-to-person transfers stay free, and small merchants doing up to ₹1 lakh a month pay nothing.

Also in force: NPS onboarding now costs ₹200 per PRAN, the tax audit report deadline moves to October 21 and ITR filing to November 21.
