Delhi’s winter action plan 2026-27, explained in detail

Delhi has rolled out its Winter Action Plan 2026-27 to fight the smog season. Here is what changes, and when.
The centrepiece is a new AI-enabled Integrated Command and Control Centre, operational from October 1, that tracks pollution sources in real time. It is backed by 334 enforcement teams and 60 air quality monitoring stations.
Construction rules tighten in two phases. Dust-generating demolition and outdoor construction are banned from November 1 to January 31. A complete ban on all construction and demolition applies from December 10 to January 20.
Vehicle curbs include no fuel for vehicles without a valid pollution-under-control certificate, doubled parking fees, and a bar on non-BS-VI vehicles from outside Delhi between November 1 and January 31.
Offices, both government and private, must cap physical attendance at 50 per cent during the pollution period. Staggered reporting times will cut peak-hour traffic.
Delhi recorded its most polluted start to October in four years this week. GRAP graded restrictions will continue to apply as AQI levels change.
