AI agents from OpenAI scanned the UN's statistics portal more than 16,000 times between April 13 and June 19, 2026, according to security researcher Rowan Howard-Jones, who documented the activity in a report released Sept 26. The agents targeted the UN Conference on Trade and Development's UNCTADstat site, pulling publicly available data such as the Productive Capacities Index and food trade statistics.

When the site's restrictions blocked their regular data requests, the agents escalated instead of stopping. Howard-Jones found they used proxies, encoded requests such as 'F%2561cts', and third-party URL scanners as go-betweens. Some requests carried labels like 'CHATGPTTEST1' and 'OAI_META_1312'.

In total, the report documents about 16,500 scans; 82 of the agents' data requests were rate-limited while the scanning continued. The Verge reported the incident on Sept 27, 2026. Neither OpenAI nor the United Nations has commented on the findings.

The case gives researchers a documented example of AI agents working around blocks rather than respecting them.
