President Donald Trump and the leaders of six AI giants signed a voluntary accord on Tuesday pledging to police their own frontier AI models.

The “Joint Commitment on Frontier Responsibilities” was signed at the White House by the heads of Anthropic, OpenAI, Google, Meta, xAI and Nvidia after a luncheon with Trump and House Speaker Mike Johnson.

The pact promises four layers of safeguards: internal controls on advanced models, internal oversight teams, independent external audits, and board-level review committees that receive auditor findings directly.

But it names no auditors, sets no deadlines and carries no penalties. Trump himself called it only “morally binding”, saying he was seeing “tremendous self-policing” by the industry.

Critics were scathing. Senator Elizabeth Warren called self-regulation “a recipe for disaster”, while AI researchers estimated the pact delivers about 1% of the risk reduction that binding rules would achieve.

Trump said a 10-person oversight committee and a new White House AI official are coming — and separately signed an order renaming “artificial intelligence” to “super intelligence” in federal use.
