Foreign Secretary Vikram Misri has flagged India’s concerns over the proposed Sanctions on Russia and Iran Act (SRIA) to US lawmakers during his visit to Washington.

Misri met a bipartisan Congressional delegation and conveyed that secondary sanctions on Russian energy purchases could hurt India’s energy security. India remains one of the largest buyers of discounted Russian crude.

The SRIA legislation, backed by Senator Lindsey Graham, authorises steep tariffs on countries buying Russian oil. New Delhi has warned Washington that such measures could damage bilateral ties.

The outreach comes as India and the US negotiate a bilateral trade agreement. Energy trade has emerged as one of the most sensitive sticking points in the talks.

Congressional aides said Misri’s message was received seriously. The administration has already shown flexibility, carving out waivers for strategic partners in earlier sanctions regimes. The talks signal that energy security will remain central to India’s dealings with Washington.
