U.S. President Donald Trump said on Sept. 27 that he pressed Ukrainian President Volodymyr Zelensky to ease strikes on Russian refineries, blaming the attacks for record diesel prices. Trump said he told Zelensky, “You gotta take it easy on the refineries.”

Trump claimed Zelensky replied, “we’ll probably do that.” But Kyiv is pushing back. A Ukrainian official said Ukraine would stop refinery strikes only if Russia reciprocates with an energy truce, and that nothing has been agreed so far.

The two leaders discussed the issue at the UN General Assembly in New York, with an energy ceasefire on the table. Ukraine’s long-range strikes on Russian energy infrastructure have continued through the year.

Kyiv School of Economics data cited in the reporting says Russian fuel exports are down by a third, about 4% of world seaborne diesel and gasoil trade. Analysts quoted in the reports argue the U.S.-Israel-Iran war hit global fuel supplies more than Ukrainian strikes did. The disagreement leaves one of the war’s most effective Ukrainian pressure campaigns unresolved.
