Representative Steve Cohen, a Tennessee Democrat, introduced a resolution on September 24 containing 26 articles of impeachment against President Donald Trump, his office said. The articles accuse Trump of abusing presidential power and violating his oath of office.

The charges range across the administration's second term: waging war on Iran without congressional approval, extrajudicial killings in waters near Venezuela, deploying federal forces to US cities, and orders on birthright citizenship. They also cite emergency-powers tariffs, pardon use, emoluments issues and restrictions on press access.

Cohen previously introduced five articles of impeachment against Trump in 2017. He is retiring from Congress and framed the filing as a roadmap for the incoming 120th Congress if Democrats regain the House.

The measure has virtually no chance of advancing in the Republican-controlled House. On September 15, the House voted 232-147 to shelve a separate impeachment effort by Representative Al Green of Texas, and Democrats remain divided over another push.

An introduced resolution is not an impeachment; the House must vote to approve at least one article for that to occur.
