ECI Rejects Rahul Gandhi’s Bihar SIR, Form 6 Claims

The Election Commission of India on Monday rejected claims by Leader of Opposition Rahul Gandhi that Chief Election Commissioner Gyanesh Kumar had changed Form 6 illegally and unilaterally. The poll body said its clarification was fact-checked and misleading statements would not stand.
The ECI said the order for the Special Intensive Revision in Bihar, issued on June 24, 2025, had the unanimous approval of the Commission. It added that the order was upheld by the Supreme Court in its judgment dated May 27, 2026.
The Commission cited its Press Note 120 of September 26, 2026, stating that the declaration attached to Form 6 for the SIR period had been upheld by the top court. It added that forms for the non-SIR period follow the Registration of Electors Rules, 1960.
Gandhi had alleged that the changes to Form 6 were a criminal assault on democracy and that everyone involved would be held accountable. The ECI called the allegation misleading and defended its statutory process.
Separately, the Supreme Court on Monday clarified that it had not approved any modified Form 6. CJI Surya Kant said the court would examine records to see who authorised the changes during the SIR.
