Representative Steve Cohen introduced 26 articles of impeachment against President Donald Trump on September 24, accusing him of abusing presidential power and violating his oath of office.

The Tennessee Democrat’s resolution covers nearly every major action of Trump’s second term. It cites the Iran strikes ordered without congressional approval, killings of people on boats in waters near Venezuela, and the deployment of federal forces to American cities. It also targets the executive order on birthright citizenship, tariffs imposed through emergency powers, and the prosecutions of former FBI Director James Comey, New York Attorney General Letitia James, and Senator Adam Schiff.

Cohen also accuses Trump of misusing pardon authority, violating the Constitution’s emoluments clauses, and benefiting personally from the presidency.

The measure has almost no chance of advancing in the Republican-controlled House. Nine days earlier, the House voted 232-147 to table a separate impeachment resolution from Representative Al Green.

Cohen, who is retiring from Congress, framed the filing as a roadmap for the 120th Congress. He said the resolution answers what he called the Republican majority’s failure to hold the president accountable.
