US court to hear Trump’s bid to freeze Harvard funds

The Trump administration will ask a US appeals court on Monday to revive its effort to terminate more than 2 billion dollars in grants to Harvard University. The hearing is before the Boston-based 1st US Circuit Court of Appeals.

Oral arguments are set for 9:30 a.m. ET. The case will test whether the president can use federal funding to force changes at universities he says are gripped by radical left ideologies.

The fight began in April 2025. Officials sent Harvard a list of 10 demands, including ending diversity, equity and inclusion programmes and appointing third-party auditors for departments. President Alan Garber rejected them, saying no government should dictate what private universities teach or whom they admit.

The administration then froze and later terminated about 2.2 billion dollars in grants. It cited Harvard’s alleged failure to address harassment of Jewish students during campus protests over the Israel-Hamas conflict.

Harvard sued, calling the move retaliation against protected speech. In September, a judge ruled the termination unlawful, and the administration appealed. A separate hearing on Tuesday will review a ruling that barred the government from stopping Harvard from hosting international students.
