Washington: President Donald Trump is tapping $20 million in Homeland Security funding to pay for TV ads featuring him ahead of the November 3 midterm elections, Democrats said on September 29. The administration moved the funds into a Customs and Border Protection budget line meant for 'commemorative events' related to border security, according to federal records.

Three ads have aired so far, all carrying 'Paid for by the U.S. Government' disclosures. AdImpact tracking puts spending at $1.5–1.7 million to date, with spots running on network and cable TV, streaming and NFL programming. One ad is nearly identical to a 2024 Trump campaign ad; another uses the song 'Love Me' by JMSN, whose attorneys sent a cease-and-desist letter.

The ads have drawn bipartisan criticism. Senate Minority Leader Chuck Schumer called them 'an absolute violation of what a democracy is supposed to look like,' while Senate Majority Leader John Thune said they 'shouldn't be paid for with taxpayer dollars.' Legal experts told AP the spots may breach laws against using appropriated funds for 'publicity or propaganda.'

The White House has defended the ads as public service announcements. Senators Patty Murray and Chris Murphy have written to DHS Secretary Markwayne Mullin demanding answers.
