China’s new defence mobilisation law takes effect November 1

China’s revised defence mobilisation law will take effect on November 1, giving the state sweeping powers to requisition resources and manpower in times of conflict.

The law updates mobilisation provisions and clarifies the roles of the military, government agencies and civilian organisations. It covers personnel, material supplies and transport capacity.

State media said the legislation strengthens the legal framework for national defence as the security environment grows more complex. The revision is the first major overhaul of the mobilisation system in years.

Analysts say the law reflects Beijing’s focus on whole-of-society readiness amid rising tensions in the Taiwan Strait and the South China Sea. It formalises mechanisms for converting civilian resources to military use.

Neighbouring countries are watching the implementation closely. The law’s broad language leaves significant discretion to authorities on when and how mobilisation powers are triggered. The legislation also formalises procedures for conscripting reserves and requisitioning civilian transport.
