European governments say Russia-linked hybrid attacks are rising across the continent. Allied counts show roughly 100 incidents between January and August 2026, nearly double the pace of last year, according to reports.

Recent cases include a drone that struck a passenger train at Yahodyn near the Polish border on September 13 and explosives-laden drones found at Leipzig airport in early August. Polish officials also called a fire at a Starlink ground station an act of sabotage.

Denmark's intelligence service warned this week that Russia may increase such attacks and identified a low but growing risk of a limited strike on NATO territory. NATO Secretary General Mark Rutte said Thursday the alliance has plans in place and urged calm, adding that all response options remain available.

European foreign ministers, speaking at the UN General Assembly, said Moscow is testing European responses to weaken support for Ukraine. The Kremlin has consistently denied carrying out sabotage inside NATO countries.

EU states are now discussing a collective doctrine for joint responses to attacks that fall below the threshold of open war.
