A Pennsylvania senator wants new legal protections for people who buy video games digitally as physical discs fade away.

State Senator John Kane circulated a memo on September 18 seeking support for the proposed Protect Our Games Act. The bill would require game companies to give customers at least 60 days’ notice before ending access to a digital game or changing its features.

Companies would also have to offer at least one option: let players use the game offline, provide a patch to keep it working without company servers, or issue a refund based on the game’s recent sale price.

The push follows Sony’s announcement that it will stop producing PlayStation game discs starting in 2028. Even the upcoming Grand Theft Auto VI will ship without a physical disc.

The bill has not been formally introduced. Subscription services with time-limited access would be exempt. If enacted, Pennsylvania’s attorney general and district attorneys would enforce it.
