GST Council October 8 Meeting: Key Issues Explained

The GST Council meets on October 8, 2026. Two tax issues affecting business are on the agenda.
The first is tax on e-commerce logistics. Logistics firms serve online marketplaces with delivery and warehousing.
Two tax authorities have ruled differently. West Bengal's AAR said 18 percent GST applies to these services.
Tamil Nadu's AAR said similar services were exempt. Companies are now unsure what tax they owe.
The council may issue a single clarification. One rule for all states would end the confusion.
The second issue is Nasscom's demand for IT firms. It wants GST relief on overseas branch dealings and R&D exports.
Indian IT companies run offices abroad. Tax on branch transactions raises their costs.
The council's decisions will shape tax costs for two large sectors. Industry groups are watching closely.
The council is chaired by the Union Finance Minister, with state finance ministers as members. Its decisions need a three-fourths majority.
