India, Japan Launch Carbon Credit Mechanism Manual

India and Japan have launched the operational manual for the India-Japan Joint Crediting Mechanism, the Press Information Bureau said on October 5. Japan’s Ambassador to India, Keiichi Ono, and Environment Secretary Tanmay Kumar jointly launched it in New Delhi on September 30.
The mechanism operates under Article 6.2 of the Paris Agreement, which allows countries to cooperate on emission cuts through carbon trading. It follows the memorandum of cooperation signed on August 7, 2025, and the rules of implementation adopted on June 8, 2026.
The manual provides detailed procedures for the full project cycle, from submitting a project idea note to issuing and authorising carbon credits. It aims to promote low-carbon technologies, mobilise climate finance and support high-integrity emission reductions in India.
The launch marks the shift from institutional preparation to actual implementation of the bilateral carbon market, and is expected to strengthen confidence and transparency in international carbon markets.
