Japan’s $140 Billion AI Data Centre Plan, Explained

Japan is planning one of the world’s largest AI infrastructure buildouts. Here is what the plan involves and why it matters.

Who is involved? Japanese energy giant JERA, US tech company Dell and UK-based AI infrastructure developer RHAELM. Financing for the first project comes from Apollo.

What is being built? The first facility is a $15 billion, 400-megawatt data centre at JERA’s Chiba Thermal Power Station. It will run off the national grid, powered directly by JERA’s gas plants. The Financial Times reports the broader multi-site ambition could reach $140 billion for 3 to 4 gigawatts over five years.

Why off-grid? Power is the biggest bottleneck for AI data centres. Building beside a power station removes years of waiting for grid connections. “The keyword is speed to power,” said JERA chief Yukio Kani.

Why it matters? Japan has just 1.7 gigawatts of data-centre capacity, far behind America’s 29.2. The plan is a bid to close that gap and create a repeatable template for future sites.
