No PUCC, no fuel: what Delhi’s October 1 rule means for you
From October 1, 2026, vehicles in Delhi-NCR without a valid Pollution Under Control Certificate (PUCC) will be denied fuel at petrol pumps. The rule is part of the capital’s Winter Action Plan to fight air pollution.
Around 500 fuel stations in Delhi are equipped with cameras that read number plates and check PUCC status automatically. The direction comes from the Commission for Air Quality Management (CAQM).
The plan was announced on September 28 by Chief Minister Rekha Gupta along with Union Environment Minister Bhupender Yadav. Other steps include a phased construction ban from November 1, 50 per cent work-from-home from November to February, and doubled parking charges.
What should you do? Check your PUCC’s expiry date and get an emission test done at an authorised centre if it has lapsed. Driving without a valid PUCC can already draw a fine. From October 1, it can also leave you without fuel.
