Rep. Steve Cohen (D-Tennessee), a senior member of the House Judiciary Committee, introduced 26 articles of impeachment against President Donald Trump on September 24, 2026. The filing surpasses the 11 articles the House adopted against Andrew Johnson in 1868.

The articles span a wide range of allegations. Article I accuses Trump of undermining democracy by sowing doubt in elections. Article II cites abuse of power, including waging war on Iran without congressional approval. Article III alleges extrajudicial killings in international waters off Venezuela, and Article IV covers deploying military forces against U.S. cities. The final article alleges emoluments violations, claiming Trump profited personally from the presidency.

Other allegations include the birthright citizenship executive order, tariffs imposed through emergency powers, deportations under the Alien Enemies Act, and defying court orders on immigration.

The filing came nine days after the House tabled Rep. Al Green’s narrower impeachment resolution 232-147 on September 15. Cohen, who is not seeking re-election, admitted the effort is unlikely to advance, telling Nexstar, “I know they won’t go anywhere.” Republicans control the chamber, and the resolution had received no hearing as of September 28.
