The Election Commission of India ordered a review of its voter-roll software on September 26 after The Indian Express reported that two election commissioners had questioned Chief Election Commissioner Gyanesh Kumar at least 14 times in 10 months over voter-list changes.

A committee led by a senior election official and including an independent technology expert will examine whether the software complies with election laws. The review followed reports of changes that excluded millions of voters from the rolls.

Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi reportedly raised concerns about the special intensive revision, including centralised database access and changes to Form 6. The commission said differences are normal in any institution and all its actions were lawful.

The ECI also said booth-level officers would visit voters' homes instead of summoning them to offices. In Delhi alone, over 3.1 million voters face notices. Opposition parties allege the lists were manipulated to help the BJP and want Kumar removed.
