An independent review has found serious security failures at the Utah university where conservative activist Charlie Kirk was assassinated. The report was released Friday by Utah Valley University. The review says the university never conducted a formal security assessment or written event plan for Kirk’s appearance. University officials deferred key security decisions to Turning Point USA, the organization Kirk founded. Kirk’s aides insisted on an outdoor courtyard surrounded by tall buildings, overriding campus officials. Planners did not assess the risk of a rooftop shooter, the review found. Turning Point projected about 600 attendees, but thousands came. The 13 police officers on duty were not enough, and no one monitored security cameras in real time. Kirk, 31, was shot from a rooftop more than 400 feet away on September 10, 2025, while addressing students in Orem, Utah. The review concluded no university employee acted in bad faith or showed “willful and wanton disregard” for anyone’s safety. Tyler Robinson, 23, has pleaded not guilty to aggravated murder. Prosecutors are seeking the death penalty. No trial date has been set. UVU’s president said the university must learn from the findings and follow the recommendations.
