China issues new guidelines for AI and ‘new productive forces’

China has issued new guidelines for the development of “new productive forces”, including artificial intelligence, according to state news agency Xinhua. The guidelines were reported on Friday. The government will build technology monitoring, risk warning and emergency response systems to keep AI safe, reliable and controllable. Officials will be held strictly accountable for major losses caused by “blind” investment in frontier technologies. The guidelines also promote the healthy and orderly development of the low-altitude economy.
That term covers businesses built around civilian drones, air taxis, small aircraft and related services operating in low-altitude airspace. The move fits into China’s 15th Five-Year Plan for 2026 to 2030, which makes AI and technological self-reliance central priorities. Provinces are being told to turn AI breakthroughs into large-scale industrial use.Beijing has been tightening oversight of powerful technologies even as it pushes for innovation. The new rules try to balance both goals: faster growth in AI and strict control of the risks it brings.
