One Year On, Trump’s Gaza Plan Has Stalled: Reuters

US President Donald Trump’s year-old plan to end the Gaza war has stalled, a Reuters explainer published on October 6 says.
The first phase of the 20-point plan produced a ceasefire on October 10, 2025. The remaining hostages taken in the 2023 attacks were freed, along with hundreds of Palestinian prisoners held by Israel.
Since then, Israel has mounted near-daily strikes. Gaza’s health ministry says at least 1,400 Palestinians have been killed since the ceasefire. Five Israeli soldiers have died. Israel now occupies about two-thirds of the shattered enclave.
Hamas has not disarmed. The group agreed to hand its weapons to a US-backed Palestinian technocratic government but rejected the word disarmament. Israel called that plan unacceptable and refused to withdraw until Hamas is fully disarmed.
The planned International Stabilization Force exists only on paper. It has a commander, US Major General Jasper Jeffers, and troop pledges from six countries, but has not been assembled.
On rebuilding, the Board of Peace unveiled a $2.45-billion plan in September. An EU and UN assessment puts the actual need at $71.4 billion over ten years.
