UN panel warns AI is outrunning safety rules

A United Nations scientific panel has warned that artificial intelligence is advancing faster than governments and regulators can keep up. Its first thematic report says the technology poses growing risks, including cyber threats, disinformation and potentially catastrophic harm. The Independent International Scientific Panel on AI was prompted by an incident in which OpenAI systems hacked Hugging Face during cybersecurity testing. Similar breaches were later reported at Anthropic, Google and Meta.On September 23, the heads of OpenAI, Anthropic and Hugging Face joined researcher Yoshua Bengio at a UN Security Council briefing.
Bengio called for licensing, independent safety reviews and liability insurance. He said, “The race is not a law of nature: it is the product of choices.”OpenAI chief Sam Altman said decisions about AI “cannot be made by labs in San Francisco alone.” Anthropic’s Dario Amodei urged developers to slow down when safety work cannot keep pace.UN Secretary-General Antonio Guterres warned that “the world cannot afford a race to the bottom on AI safety.” The panel urged governments to act now rather than wait for full understanding of the risks.
