Man City Found Guilty of 114 of 115 Financial Charges

Manchester City have been found guilty of 114 of 115 financial breach charges by an independent commission, in one of the biggest rulings in football history.
The charges, brought by the Premier League in February 2023, covered nine seasons from 2009 to 2018. The commission found inaccurate financial disclosures, undisclosed player and manager payments, and breaches of spending limits.
The Athletic reported the verdict in late September, with the Premier League publishing an official statement days later. About £900 million in inflated revenue and reduced costs was cited.
Sanctions have not yet been decided and will follow a separate process. City categorically rejected the findings and confirmed they will appeal.
The verdict has shaken the Premier League just as the season resumes on October 10, with Liverpool hosting City at Anfield on October 11.
The Premier League's case began with a 2018 Der Spiegel report on leaked documents, followed by formal charges in February 2023 and a 10-week independent hearing in late 2024.
City's appeal means the saga will run for years. Everton and Nottingham Forest received points deductions for lesser breaches, but no precedent exists for a case on this scale, so the eventual sanction remains unpredictable.
